Tap the sea and land rises out of it. Tap the land and a house goes up, then a floor above it, then another. Drag to swing the camera around, pinch to come in close. The town grows where you tap and nowhere else.
Nothing is timed and nothing can be lost, so it waits while you pick the next spot.
There is no menu to build from. What a thing turns into is decided by where you put it. Leave one empty cell between two houses and it paves itself into a road. Raise both banks of a channel and a bridge crosses it. Take one house up tall with nothing built against it and it grows battlements. Leave the only house on a rock at the water's edge and it takes up fishing. Fence a plot beside a stray animal and it moves in, and pairs bring a young one. A bakery doubles the fields on its roads. Learn a few of these and the town comes out the way you pictured.
Then the place starts using itself. People walk the roads you happened to leave, boats work the water, birds come down on the roofs.
Grow the town and another island rises. Each one is its own place: a palm lagoon, a downtown of glass towers, an Edo quarter under tiled roofs.
